The Business Communication Centre was officially opened in Tashkentin September 9, 1994 under the agreement between the EU Commission andthe Government of the Republic of Uzbekistan in the framework of theEU/Tacis Program.
The Tacis Program was initiated by the European Union to fosterthe development of harmonious and prosperous economic and politicallinks between the EU and New Independent States(NIS).Tacis does theseProgrammes by providing grant finance for know-how to support theprocess of transformation to market economies and democratic societies.
The Business Communication Centre (BCC) was created by aConsortium representing several European Organizations. The leadingcontractor was the Danish Technological Institute-DTI (Denmark) and LDKConsultants, Engineers and Planners (Greece) and the Cologne Chamber ofCommerce and Industry(Germany) as the main partners of the consortiumto implement the project.
The BCC was created with the objectives of contributing to thedevelopment of the Small and Medium Enterprises Sector in Uzbekistan,assisting in counselling and creating business contacts between Westernand Uzbekistan enterprises and to be an independent consultancyorganization.
Tacis provided grant finance for 3,5 years and during this periodthe BCC in Tashkent has developed into a self-sustainable organizationwith the qualified personnel consisting of 16 staff members with theuniversity degree, fluent in Uzbek, Russian and English. The BCCprofessional staff attended training courses in the leading Europeanconsulting companies and Chambers of Commerce and Industry as well asregional courses arranged by the European experts in Tashkent, andfamiliar with the international practices of doing business. The BCCoffice was provided with the necessary facilities and well equipped toperform the main tasks and reach the goals set forth.
In the next few years several other projects have beenlaunched under the Tacis SME support Programme and such institutions asSME Development Agencies(SMEDA) in Samarkand and Gulistan and SeniorBusiness Advisors Network(SBA) in the regions of Uzbekistan wereestablished in 1995 to encourage business development in the newenvironment.
In order to consolidate the efforts of the existing SME relatedTacis projects the BCC, SMEDA and SBA Projects were integrated andsince 1998 a nationwide consulting company with the local staff in 12regions of Uzbekistan were established and have been successfullyfunctioning nowadays.
SME related Tacis BCC Project have successfully beenimplemented and soon turned out into operational units which providesindependent counselling and services to the local entrepreneurs withregard to various aspects of business including information on advancedtechnologies and equipment, on international markets and export-importregulations; on financing institutions and etc. The BCC assists inbusiness plans development, search for partners, attraction of theEuropean expertise and know-how, setting up joint ventures, povidese-mail and Internet services, polygraphy etc.
